Zenith 3000 Test Point Voltages

I am trying to trouble-shoot this Trans-Oceanic. It wasn't working when I got it. After a recap and replacing the driver, 1st audio and 2nd IF transistors, I have FM and AM bands and the SW bands, although a couple of the SW bands are silent for part of the respective band. The FM AGC also doesn't seem to be working. I checked the test voltages as indicated in the SM and got some strange reading, particularly on AM. See the attachment which is a copy of the TP voltages from the SM. Note the two infinite readings for TP 5 and 6.

Note that the 10.2v for TP 5 on AM is an error in the table, it is actually -10.2v. The measurements that I got are off to one side for each TP on each band. I don't understand what this telling me or how to adjust the voltage.

Can anyone help?

Thanks
