It is marked on the board as a capacitor. It is marked M2N 2AY

It's a monitor from a home arcade game. The monitor is manufactured by
Meiianxum Ent. Co. LTD

I am not getting any resistance across the leads, and cannot seem to locate any information on the net about it. I included photos of the board, the pencil points to where it is located and the circle shows it's location on the back side of the board. yes I know it has the wrong fuse in it.

its a flux capacitor.

It's probably a line filter cap, the Y1 X1 markings are what make me think that and it looks like one.
It should not have any resistance across it and can't be checked with an Ohm Meter.

They are designed to fail open but the monitor would still work even if it were bad.

Yep, it's a line filter cap. Typically used in common-mode EMI filters to connect line to chassis and neutral to chassis. The unit will work fine without it.
