Yes it can. Look at the loading door and you will see guide bumps on the lower edge about the width of a small tape. They are to roughly guide the small tapes in. Not exact but the loading mechanism will catch the small tape. The loader is dumb. It just puts it claws in to the flip door mechanism and pulls out the tape. The small tapes maxed out at 20 minutes recording time. They were meant for the Umatic portable deck of the day and can play in any big machine.
