I don't think it's RCA made. RCA did have the same basic metal face panel, and 4 knob cluster below the tuner on the CTC-16 and CTC-20, but they also sold those metal face plates to MANY smaller firms (I can show you a Silvertone CTC-15 clone as proof) which often used their own tuners and tweaked the tuner portion of the panel (and sometimes more of the control section) to fit/make theirs look different. GE was one company that took only the face plate, Admiral sold RCA made sets with cosmetic differences until ~1963 (IIRC) then made their own color sets.
