Certainly since temporal sampling is not spread over two fields, rescaling should be easier. That is unless adaptive interpolation in convertors recognize as much.

Maybe. Newer 1080p imager cameras rescale to 720p well which brings about substantial improvement in the resolution of the picture. Some of the earlier 720p cameras were really quite bad and made the picture soft.
But it is now late in the game. The broadcasters are now, after many years, entrenched in their formats. Only ABC affiliates are rescaling at emission. I think broadcasters will mostly remain as they are until the next big change to 1080p and beyond.
