Got at it with a tubeoscope, the sound is most audible at the CRT neck. Forgot to check the yoke for the noise source. Also, I do get a lot of flickering on the screen. This thing was sitting in a damp environment for a while, a shield in there has some surface rust. I decided to re-seat the yoke plug to see if the noise would go away; it didn't, but no more arc on power-off.
Edit: Finally checked the yoke; yep, definitely the source of the noise. Kind of a rattling with the occasional snap.
