Not sure what you mean by "offset" could be convergence and INTERMITTENT convergence problems are VERY common. A set of this age almost DEFINITELY needs convergence IC's assuming it uses them. A few--VERY few Sony sets had discrete amps for convergence...but not many.
But also could be bleeding. Sony sets are NOT known for the best tubes--unlike RCA sets from the same period--which have tubes that seem to last forever..try turning up the blue screen...see if that might make a difference.
