When 10 meters is open, we could definitely have a QSO there. The problem is finding 10 meters open when we both are on the radio. If you hear DX on the 6 meter band, that just about always means 10 meters is open, too.
I've worked all over the US and Canada with an off-center fed dipole on 10 meters. Of course, most days 10 meters is silent.
