The address boards are bonded to the internal glass with flexible ribbons. Once the liquid gets inside it eats up the conductive glue and opens some connections and shorts others. The only way to fix this is to replace the display, which is either not available or will cost 50% more than it would cost to replace the TV.

In the trade, we call this "Windex Syndrome", and it's almost as common as Wii Syndrome (where kids playing Wii throw the controller at the screen because they didn't use the lanyard to keep the controller from flying away).

It's worth $25 for the boards to a repair shop, but I'm sure the owner already had it checked out and was told it was junk.
