That Sencore gear is pretty much the last generation of NTSC test gear. Cost a fortune back in the day, but very affordable now, even if you don't get them for free!
The CRT testers may just need a cleaning and recapping to bring back to life. If you have the manuals, they will contain calibration/troubleshooting info.
