As redk9258 pointed out the caps don't have to leak to be bad especially at almost 40 years old. One test you can do is while the deck is in PLAY is touch one of the RF input lines to the head preamp to check it for life, you will see a change on the monitor as you introduce more noise. If no change scope the output and look for any RF coming from the amp.
If there is life take a good hard look at the head gaps for mold, I've actually seen this myself and it will lift the tape up just enough to kill the signal.
