There are two easy ways to tell for sure:

Visually compare it to the 15GP22 in your Westinghouse. Or look at the 15GP22 in my Westinghouse thread. The pictures you linked to have poor lighting, it's hard to make out what type it is. In FULL sunlight, or extremely bright lighting, the 15Gs and early 21AXP22s will have a green color. The later 21AXP22s a white color. The difference is most noticeable at the ETF.

Or, look at the datecode on the tube. I have a "white" tube with a February of 1955 datecode, that's got to be about the earliest they would have been building the later-phosphor 21AXP22s.

It can be hard to tell from a photo.
