Often with the old knob tuners for whatever reason (and I've experienced this several times myself with a 1988 vintage Zenith 13" Color TV I had with knobs) if you set the channel on the tuner (VHF or UHF) to one channel ahead or behind the channel the signal is coming in at (e.g. 4 instead of 3 or 2 instead of 3) and then fine tune until the channel comes in clearly you will actually be receiving your broadcast singal on the wrong channel (e.g. a VCR that is set to send a signal out through channel 3 can be watched on either channel 4 or channel 2 depending on which way you tune the tuner and how you have it fine tuned, or a VCR set to output on channel 4 could be seen on either channel 3 or on channel 5 depending on the which way you tune the tuner and how you have it fine tuned.) So you might be having that issue with your Philco, which if that's the case its just a matter of tuning the TV to the proper channel and then turning the fine tuning knob until you see a clear picture again on the correct channel.
