I've seen early Japanese sets that looked similar!
They didn't quite look the same, but they did have plastic safety lenses.
They seemed to have strange brand names, maybe from the importer.
No UHF or U/L approval. Some did have strange tube numbers like 25BB14 that were strictly a Japanese numbering system. They did work reasonably well, but a little trouble prone that the US makes. They did run very hot because of the small size and the metal case.
