Here's another good site, it explains everything:

http://www.tpub.com/neets/book2/3g.htm

I can't say with 100% certainty, but if that is a blue dot and not green, I'd say it's 6000pF with a 20% tolerance. A safe bet for the working voltage would be 300.

I was able to figure out that this cap has a silver dot far left and identifies a molded paper cap and also it's rated +20 % and the other dot 1 and 2 tells the pf which I can't figure out, both brown colors indicates 1 for each and the multiplier is 1 million. This is where I get hung up. And yes it's a blue dot. I still cannot figure how to get the voltage either. Those colors are , blue , black red , above , brown , brown , silver .

don't just say top and bottom.
Give us the colors in the order shown by the curved yellow arrow at
http://www.tpub.com/neets/book2/3g.htm

If you do, I suspect the value will be 11 (brown, brown) with a multiplier of 100 (red), so 1100 pf.

Holding the cap to read what's on it , top left to right, silver ,brown , brown.
Bottom right to left , blue , black , red .
I have 2 of the same caps both measure different from each one . I measured the caps and one is 5.76 and the other 6.22 which my meter means 5,076 and the other 6,022 . The 2 Browns are correct but the red is or would be blue because the blue is the first color right to left.

This shows the difference between JAN and RMA codes, but neither is making much sense to me:

Those are the colors and in that order, the silver next to the #1 shows it's a paper and infact not a mica and the 1, 2, show 1 for each and the color for the multiplier is 1 million and I don't know how to get the correct value from that, lol.

What do the schematic and parts list say?

.

If the multiplier really is one million, that would make this an 11 microfarad capacitor - hard to believe.

Well that's the problem, I don't have a schematic for this set there are several and the one I have is really different to the point where I cannot use it. Teletone tv 208 no ballast, and round plug and a 6x5 tube .

Looking close at this cap the 2 dots that I have been saying is brown now looking closer appears that those dots seem to be the same color as the cap body, now I'm really lost.

Using the diagram at the bottom of this page: http://www.tpub.com/neets/book2/3g.htm

I'm thinking that it's blue, black and red or 6,000 pF which is very close to what you measured.

Silver = 20% tolerance
Voltage rating for brown is 200 volts,
