Check your B+ lines. If one that drives the video is out/low that could be the problem.

Did you restuff all cans and then turn it on, or did you restuff one can at a time and turn the set on? It's better to do one can at a time so if a problem happens you know which one it is, and easier to find the mistake...

I would try running a coax directly from a cable box or DTV converter out, on to channel 3 and see what you get...

Ran it without the doubler for a little bit but then I reconnected all the leads I have tried all channels the signal is intermittent and the picture signal is horrendous.

quit using the generator give it a real signal from a DVD or converter box.

without the doubler as in I did not connect the negative end of the cap to anything.

And no luck with a signal from my bt modulator with the input plugged directly into the RF out. Sound is fine just a very bad video signal.

I would assume that would be why there is problems, each cap in those cans you restuffed needs to have the negative leads connected to ground, as in metal of chassis, unless those cans are isolated... What I would do is connect all neg leads from each cap in each can together soldered, and run a wire soldered to them to a spot on the chassis that already has a cut out where ground leads are already solder too...
