GE With VIR

Spotted this 19" GE console today at an Antique store, circa 1979-80 I would guess.

Is there a speaker in the base?

The "New" VIR was covered in the same seminar along with the
projo set with a 13" inside & GE's first RAT tuner. They were in the modular
YA or YM IIRC first. Next was the PC chassis, a real dog turd.
The set in question is rare but worth nothing. I would be a fun set to
have & work on for a token payment.

The only other sets I remember with VIR were some Panasonics. Kinda
funny cause VIR actually did something useful unlike other auto color schemes.

Did VIR carry closed captioning in the day?

Well, the VBI did.

If the set was 13" or larger, color, and made after 1993-ish, it had a built-in caption decoder. In the VBI, captions were carried on line 21, field 1 for the normal caption channels 1 & 2. Also CC 3 & 4, Text 1 & 2, XDS and V-chip data (station and program rating info) carried over to field 2. Plus a fledgling Wink TV URL thingy. Other lines carried other stuff, either encoded or as video. (single line of color bars, or anti-ghost info.) VIR info and more here: https://en.wikipedia.org/wiki/NTSC.

It had side firing speakers as far as I could tell, at least it had Fabric on the sides, the speaker may be below the tuner since this is basically a 19" tabletop in a floor cabinet.

Speaker looks like it's below the tuner, looks like storage in the base. I'm guessing it's around an '82 and one of the last VIRs.
