DishDude nailed the Pay TV knob, I read it in the manual long ago.

Man those crazy RF chains full of splitters and switches we used to wrig up could be nuts.

I used a VCR similar to this when I was a kid and with it I discovered that (at least for my CATV near Memphis TN)
I could run my cable box to the VCR with RF
and the VCR to another via composite video(probably could have skipped this with a better tv),
tune the box to HBO,
cut the composite video cable,
switch the polarity,
and I had HBO!
we had only 3 premium channels HBO, Cinemax and Disney and we didn't pay for any. The only reason for the box was my 70's model Quasar.

I remember on my black and white TV I had a "FINE TUNE" slider and I could "fine tune" a scrambled picure in enough to watch it

That Pay TV switch has to do with the old subscription boxes they had back in the early-mid-80s like On TV. You would set it up to the channel the descrambler box put out so the VCR would switch to it. Something like that...

CABLE ADAPTER JACK Connection for external antenna switcherCONTROL CONNECTOR

This 5 Pin DIN switches the coax input of the 1 X 4 Switch to one of the 4 coax outputs. This same mechanism chassis was also found in Panasonic AG-1950 industrial VCR.
