GE tuner inop?

I have an '80's-ish GE 3-5622A. All I get is static on FM and just now got some reception on AM. Pulled the cover on the capacitive tuner and it looks like white chalky grease residue is all over the plates. 740Kc is VERY broad and receive maybe 1100Kc. Both get LOUD when I hold the AM antenna. It sat unused for years in a garage and from a smoker. Was cleaning and still am with Fantastik orange. However, It is not working well. Have had better luck with Lysol. Helps especially with PCBs. I've tried working the cap forward and back a number of times but doesn't help. Would spraying with contact cleaner help? FWIW: I've sprayed down radios, televisions, etc... with Lysol to clean all the ozone, nicotine, and muck off with no problems before. But all I had was this fantastic crap on hand. Would another tuner of this same type work? It looks pretty generic. Brand is Matsumi.
