Sx-99

I'm working on this sx-99 for my buddy. I redid all 3 if cans with discreet caps. The first if can coil was bad so I subbed in a philco of the same style. It does not have the crystal phasing but my buddy wouldn't need that anyways. I have recapped the rest of the radio. Just a few micas untouched.If is aligned.
My avc voltage is high on v1,v3,v4 by a volt or two.
On the 6h6 pin 3 should be +1.3. It's at - 3.5.Pin five is at -2 until noise is switched to connect to pin 3. These pins jump to 38 when avc is off. this is the mark1B.
On the 1a schematic it shows avc voltage goes high to -75v. My 1B goes to -30. I have checked everything I can think of. Is this normal?
