Is this a scam ?

Weird why would it be powered on but not come with power cable ?

They "borrowed" the picture from online. Many people do this when they don't have a good picture of their own.

I wouldn't worry about scams nearly as much as I would be concerned about the TV reaching its ultimate destination unharmed. As we know, flat-screen televisions are extremely fragile; moreover, many shipping companies are less than cautious when it comes to handling such a shipment carefully. Many times packages are thrown around haphazardly in shipment by UPS, et al. and arrive at their destinations damaged or even destroyed. I once had an old radio delivered to me from Arizona some years ago (I live in Ohio); the set was shipped by UPS and arrived at my home with considerable damage, so it must have been handled less than carefully by the carrier. The same thing could happen, with disastrous results, with the flat-screen TV being discussed here. Enough said.

Cord may be a BIG wall wart. In that case you are probably screwed.
The scam ? If he recycles it in most places he will PAY $20-$30 to
bring it to the dump. So if he gives it away he is actually making $20-$30.
