If what I read into this is ; that you've substituted both the horizontal OSC and horizontal output tubes with known good tubes to no success in getting it working again , and that's as far as the troubleshooting has gone , then I agree with EM that you've taken FAR too large a leap between it being either the tubes or flyback . Unless there is something else , symptom wise , that you haven't told us like the flyback actually went up in flames or smoked the room out as it boiled all it's wax out onto the chassis , as EM states there could be half a dozen resistors and maybe even a Baker's dozen of capacitors , as well as a couple other small coils that could cause the loss of horizontal drive . Not to mention the yoke itself . Also of note , you say you "tried" the tubes , what exactly does this mean ? Did you try known good tubes as substitutes ? Rely on the reading of a tube tester ? I ask because in this instance "tried" is kinda vague , and if it WAS a tube tester that proclaimed these tubes "good" , it is well known that the only absolute proof of a good tube is to see it function in it's designed application . And this is most prevalent with HF circuits such as your failed horizontal drive circuit here .
