Question about Zenith C724 chassis

Could anyone tell me what is the function of C34 and R32 located in the power circuit of this radio? When it is on, they are shorted. When the radio is off, what use are they? (click on the thumbnail)

I think they are to provide a current limited chassis to line path to conform to UL hotchassis standards.

I thought that at first, but they are before the switch, not after it. I'm very puzzled.
