Rca 1-tp-2j

I recently got an RCA 1-TP-2J. It's similar to the 1-TP-2E I have. After replacing the electrolytics I tested it on my bench. At the highest volume, I could only pull in one station, which is the strongest one. At the highest volume it's very quiet, and it only gets at a fairly reasonable volume (not the best) only if I put my finger by the antenna. Is this due to poor RF gain? It's the only thing I could think of. Anyone have any thoughts?

Welp, after getting home from work to work on this puppy, I replaced the 12k resistor that is part of the automatic volume control circuit. It has better sensitivity now and picks up a lot more stations, but some weaker stations still are not loud at the highest volume level. Also, the audio level goes in and out. After playing a while it it goes down really low. Is the LO out of tune? Should I check the rest of the components in the automatic volume control? RF converter transistor bad?
