I thought that they made something like a 15" and the 21" from the get go and dropped the 15" somewhere in the 50s. They continued with the 21" until the "roundie" end somewhere around 1967. I think a few manufacturers put out round tube sets for a few years more as budget sets to use up surplus tubes.
Someone check me on this....

The 15" was out long before the 21", but by the time consumer sets were made there was little time before the (short lived) 19" and early 21" types came out.
