I don't think I'd cut that band off, it may cause it to implode.
Maybe you can remove the mounts from the original tube and Epoxy them to the new tube somehow? Of course you'll still have to cut the ears of the new tube somehow. |

I'd cut the band on the old tube that is no longer under vacuum, salvage it's mounting ears, hack saw or Dremel off the parts of the new tube mount that stick out, then get some big hose clamps or something like that to strap the mounts from the old tube over the intact strap on the new one.

Can you even get hose clamps that large?
Also yes I'm aware the band is implosion protection. |

You can daisy-chain worm-drive hose clamps infinitely.
