OIRT and Japanese Radios

Was there any Transistor Radios with the Japanese and the OIRT FM Band?

The new Tecsun PL-880 covers FM down to 64 MHz, which includes those bands.

What is the application? there is really very little to hear in that range unless you are planning a trip to Russia or Japan.
The Kaito 1107 is a decent (dual conversion) radio that covers the Japanese (but not Russian) FM band and is getting close to your target price:
