Can't say for sure that it was made by RCA, but positively, unequivocally sold as an RCA (though it can't be seen in the web-resolution photo, the escutcheon above the UHF channel scale reads "RCA Victor").
EDIT: One possible clue: The VKer known as "old tv nut" has an animated avatar of a set with the same bezel, only with a "chromed" knob driving a tuner with a backlit channel indicator. The mystery RCA is likely an economy version of his set.
