I recently used two medium flathead screwdrivers to get one off. Put each one between the plug and cap... on opposite sides... and turn gently together.

worked like a charm Charlie! THANKS!!!!!! and I'm going to have to confess. I am too much of a dipshit when it comes to soldering and tracing this problem so I am turning the set into a fishtank! J/K I am a terrible solderer but I lucked out and found an old-time radio tv guy who still has his test jig and he is going to work on it for me! He said he loved the CTC-16 chassis. He was going on about how he missed working on the tube sets. He restores radios now. He was saying in his opinion that the best RCA chassis were the 16, 25, and 31 I'm trying to remember if the CTC-25 chassis the one that had that awful tuner I hated. It was the one where you pushed in and turned the tuning knob to fine tune. I didn't care for that much...

Cool! Glad it worked. I find that good for frozen crt plugs, and also works great if the crt pin cap is loose. It helps keep from pulling too hard and possibly breaking the wires under the cap. :)
