I kind of find it hard to believe that is 1964 equipment. I would say more like 1954 by the shape of the screens and the shape and look of the cabinet. I guess that the government could have bought from commercial television manufacturers who had ceased the use of older looking crts and related items and were perhaps glad to run a line of obsoletes for them.

Trust me.. I work for state government and the words "low bid" comes to mind. Its not uncommon for vendors to Faust of equipment years old.....
