How to test for HV when you can't access picture tube/2nd Anode

I'm working on a GE portable that has lost raster and would like to test to see if I'm getting HV. However, the chassis is blocking access to the Anode connection on the CRT. Sure I could pull the chassis back but since the CRT is fixed. The yoke and ion trap etc will need to move with the chassis. They'll just about need to come off to pull the chassis back enough to access the CRT with the HV probe.

How can I safely check for HV via the front of the chassis? I've seen it done where the rectifier or hot output Anode caps are removed to do this but it seems a bit dangerous.

Not much info in my TV service books about it.

Can you tell if there's any static charge on the face of the CRT when you fire it up? Or hear any crackling sounds from inside?
