Hi All,
I found this 13" RCA ColorTrak TV and am considering keeping it. It is from 1989 and only has an RF input.

Does this look like a hot-chassis tv?

If so, is there a reasonable, inside-case way of making external connections safe using low amp fuses or isolators?

It is a hot-chassis design. Just use a modulator that converts line inputs to channel 3 or 4.
Used modulators are available at thrift stores for a buck or two.

Dittos, HOT chassis. You can assume ANY set without composite
inputs is hot from abt 1978 on.
These were a good set, a real workhorse. But the value is ZERO
or even negative $$ due to disposal fees.
Plenty of sets with jacks out there still running, just ask around.
Expect to get them free or a small token amount.

Thanks, got the modulator and dug out the Atari. 8 bit graphics and RF haze take me back.
