Something up WA2ISE's alley: 1997 RCA patent award

So about a month ago I was coming back from Florida vacation and found for $2 in an antique store close to Indianapolis this award for a patent from RCA in 1997.

Any of our resident RCA guys remember the background of these awards or the story behind the awarding of this one?
