Jewell device

What is it? I found it at Kutztown and could not pass for $1. It is in a beautiful wood briefcase sized box with divisions inside and metal corner braced on all outside corners. No probes included. The main portion is a simple 4 pin tube socket, no twist, (199?) with connection points next for voltage to 280 on the left and A/MA to 2.5amp on the right. A simple off/on gain feeling like a wirewound pot is centered . A/B/C voltage connections/jumpers are on the bottom. There is a momentary push button below the left volts meter. Meters are by Jewell dated 10/26/26. One with a cracked glass. The inside of the lid seems to have corner clamps for paper above but they are missing. Fixed post.

It looks to me like a very early tube tester. I think there were some tube testers produced by jewell in the 20s. Probably made to test the first consumer tubes.
