At first glance I was going to say it was probably a tube signal amplifier. But it doesn't appear to have any input antenna terminals. So I will lay odds that it is nothing more than a passive antenna that uses house wiring as the antenna. The toggle switch is probably tied to nothing more than a capacitor and a pilot lamp. Things like that (only much smaller) were common when I was a kid.
