Dosent look like you have much verticle amplitude. Have you unhooked one lead of the primary and one lead of the secondary, on the verticle oscilator blocking transformer and measured the DC ohms resistance. If either the primary or secondary on the verticle oscilator blocking trans is open, you will not get the correct signal to drive the vertical output tube which in turn drives the vertical output trans.

What do the waveforms look like going into the grid of the vertical output tube? are they the correct shape and amplitude?

Remember your scope knows all and tells all!
