No, I doubt its interference. The DTV converter would have to output a lot of interference to screw the picture up that bad, and if it did, the FCC wouldn't allow it to be sold.
Methinks the VHF tuner is misaligned, or has a bad connection inside of it. Maybe a coil needs replacing.
