The fellow's name is Walt Buffington. He's a fairly well know auctioneer in antique radio collecting circles and these miniatures seem to be his "thing."
Walt attended our Summer Swapmeet last year both as our auctioneer and as vendor of his tchotchkas. There are some photos of Walt and his stuff on
