It does work, although not great. The HV power supply is only putting out about 15KV instead of the 30KV it should. I'm guessing one of the caps in the tripler is bad.

Did you check the two 6Y6 HV oscillator tubes? One or both may be weak. One or more (or perhaps all three) of the three 1B3 HV rectifier tubes may be on their last legs as well. That's what I would check first, before looking at the tripler stage.
