Hacking down furniture was commonplace in the '50s if Popular Mechanics and similar magazines of the time are any indication. In those days it would seem that a lower-slung look was a more sleek and modern look, and was much sought. Study consoles from the '50s and '60s and you'll see the trend.

The legs on your Zenith are likely cut just above where the legs were cross-braced by an "H" frame sort of thing, with about the same length of leg extending below as what now remains.

Perusal of antique radio pages might offer up images of radios of that style to offer a guide to reconstruction of the missing parts.
