O.K....I have seen examples of this. I have a Zenith AM/FM radio which has a plate transformer but the filaments are in series and the powerline is connected to the chassis. Also RCA CTC-71 table model 19" set...it has a power transformer for some functions but powerline connected directly to chassis. When I was about 15 I was working on one of these and saw the transfomer and thought the chassis was isolated...later found schematic and saw it was hot. Never got shocked on the ctc-71 though.
