If you haven't replaced the paper caps, they're almost certainly bad but may not be the problem.
Hopefully you don't have a shorted field coil.
My bet is on the 6X5 even though it might test good. If it has a heater to cathode short or leakage it could cause the symptoms you have. Depending on your tube tester it might not show up.
