The tube developers probably could have licked the convergence problems with the early rectangular CRTs, but by 1956/7 it was apparent that on one was going to make any money on Color TV for some time to come, so no one wanted invest. The 21" round tubes were big enough and good enough. It took the better part of a decade for color TV sales to grow to the point that manufactures were willing to invest in substantial R&D on CRTS.
