Something I do when I get any color tv that has been sitting around for years is to set brightness and color at maximum, contrast and tint at half, and let it burn away for 20 minutes or so. I read on the tvrepairfaq site years ago that this cleans off the cathode surfaces. In theory this simply speeds up the waking up process, but if the tube is really weak then of course get a rejuvenator and let the filament cook a bit also.
