The M-1419 was probably his military serial number. They began with the first letter of the person's last name. I had one for a couple of months before they switched over to using your SSN. Whenever anyone wrote to you they were supposed to include your SSN in the address.
Identity theives would have had a field day with that. Not sure when they stopped using the SSN.
