I've seen this radio in a query some time this past year, whether it was here or on another forum I don't know. It seems to me that the concensus was indeed a clock. If you check the chassis there may be a clue as to where the clock was connected.
Another way to do it, besides using a Telechron movement, would be to purchase a cheap quartz movement from a hobby shop and make your own clock, running from an AA cell. You could design a clock face in a graphics program to mimic the design of the radio dial and print it out on photo paper.
