I've noticed the same thing. I have a '79 Sylvania Superset console that uses a delta gun black face CRT; and, it is weak. This was a very low hours set that I got from a Sylvania dealer (probably a warranty return). I've got a good Zenith CCII CRT to go in it.
And, Sylvania made a lot of B&W tubes for Zenith. I've seen a lot of these that were either weak or dead.
I think the old Sylvania plant in Batavia was closed right after the NAP buyout in '81 and production was moved to Greenville, TN.
