I now will have to find a portable radio capable of receiving 80 meters. I could strap my TS-440S over my shoulder and schlep a 12V battery but I'd get arrested for impersonating a terrorist.

I use a Grundig G6 Aviator Buzz Aldrin Edition for SWLing and it gets 150 - 29999 kc, 76 - 108 Mc FM and 118-137 Mc VHF aviation plus it gets SSB too. It is the size of a cigarette pack so if I was in your position, that would be the way to go.
I used to deliver pizzas in 2000/2001, just before 9/11 happened. We delivered to the local Air Force Reserve Base and I was allowed by the guard to drive on through to the barracks on one delivery past 12 midnight. I found the right barracks but I had to look where to go in and meet the Air Force men to give them their pizza. I had a police scanner and a 2 meter radio on my belt and I thought it would be weird where if would get caught schleping around an Air Force base with radios, a pizza and it being the wee hours of the morning. I kept looking for MP's with M-16's by turning my head around but I finally made it to the door and made the delivery.
