Given the large range of the rheostat, I think the intention was to use a 'lytic with a minus 10% / plus 50% tolerance, and +/-10% for the resistors. So, you could design it closer, but not cheaper. ;>)
Agree that the TR19 is being pushed unnecessarily hard without a series resistor. (I think you meant TR19, not TR21?)
