The tuner is dirty, clean all the contacts with Deoxit and don't spray it all over in there, sometimes it works better to spray some in a little cup and use a brush or Q tip. The numbers that are stuck probably just need a little lube as the old stuff can get sticky and gum up the gears. Same goes for the fine tuning, it can get gummed up.
